CRISIS MANAGEMENT AND COVID-19 IN THE MEXICAN GOVERNMENT RESPONSE. INSTRUMENTS OF COORDINATION IN THE SUBNATIONAL GOVERNMENTS

This article, using institutional analysis and organizational and crisis management theory, examines the policies and programs implemented by the Mexican federal government and two subnational governments to deal with the crisis resulting from the COVID-19 outbreak. Specifically, it seeks to identify elements of coordination and regulation in Mexico City and Jalisco during the second phase of the epidemiological traffic light, an instrument that directed the opening and closing of activities during the successive waves of the pandemic. This paper shows, on the one hand, the role of crisis management in the solution of complex problems. Secondly, it underlines the relevance of instruments of coordination between different levels of government in dealing with emergencies.
